The Manager: SHEQ will play a pivotal role in upholding Cell C’s Safety, Health, Environmental, and Quality standards across head office, data centres, and retail stores, ensuring compliance with legislation while driving a culture of excellence.
Position Overview
The Manager: SHEQ is responsible for developing, implementing, and managing the company’s SHEQ strategy, ensuring compliance with Occupational Health and Safety (OHS) legislation, COIDA, the National Environmental Management Act (NEMA), ISO standards, and relevant municipal by-laws.
This role provides leadership, guidance, and support to senior management and operational staff, mitigating organizational risk while promoting a proactive safety and quality culture. The incumbent will oversee SHEQ operations, conduct audits, manage compliance programs, and ensure staff adherence to policies and procedures.
Key Responsibilities
SHEQ Strategy & Governance
- Develop and implement a company-wide SHEQ strategy aligned to corporate objectives, including ESG considerations
- Advise executive leadership on SHEQ risks, trends, and compliance obligations
- Develop and enforce SHEQ policies, procedures, and best practices
- Promote a proactive compliance culture across all business units
Regulatory & Compliance Management
- Ensure compliance with OHS Act, COIDA, NEMA, and municipal by-laws
- Conduct critical SHEQ inspections across all sites (head office, stores, data centres)
- Investigate incidents and implement preventive measures
- Drive safety awareness campaigns, toolbox talks, and engagement initiatives
- Manage fire safety compliance and environmental standards
- Maintain accurate SHEQ records and ensure audit readiness
- Serve as primary liaison for regulatory bodies, auditors, and consultants
Quality Management
- Develop, implement, and maintain Quality Management Systems (QMS)
- Ensure compliance with ISO standards (ISO 9001, ISO 14001, ISO 45001 where applicable)
- Oversee audits, non-conformance actions, and corrective/preventive measures
- Maintain quality in network installations, maintenance, and service delivery
Staff Leadership & Development
- Recruit, train, and manage SHEQ team members
- Set KPIs and performance objectives aligned to departmental strategy
- Mentor staff and provide ongoing advisory support
- Ensure adherence to HR policies and SHEQ procedures
Budget & Procurement Management
- Prepare and manage annual SHEQ function budget
- Track costs and implement corrective measures for deviations
- Approve expenditure according to delegation of authority
- Procure related services and products in line with SHEQ objectives
Additional Responsibilities
- Conduct audits and risk assessments across operational areas
- Ensure ongoing compliance with environmental and health regulations
- Provide SHEQ expertise during procurement, project execution, and operational initiatives
- Perform ad-hoc duties as required by management
Minimum Qualifications
- Relevant Degree or NQF Level 7 qualification in Occupational Health & Safety, Environmental Management, or related field
- SAMTRAC/NADSAM certification (advantageous)
- Valid Code 8 driver’s license
Experience Requirements
- 9–10 years of SHEQ experience in a dynamic, high-volume operating environment
- In-depth knowledge of OHS, COIDA, environmental regulations, and municipal by-laws
- ISO protocols experience is an advantage
- Exposure to managing compliance with other legislations (e.g., POPIA, ECA, ECTA, ICASA) is desirable
