The HR Specialist – Talent Optimisation will support the Human Resources Talent Optimisation unit in managing performance management, bursary administration, training coordination, and related HR processes.
Position Overview
The HR Specialist – Talent Optimisation (Level 7) is responsible for ensuring the effective administration of bursaries, training programmes, performance management, and related HR functions. Reporting to the Talent Optimisation Manager, this role involves system-based administration, stakeholder engagement, reporting, and ensuring compliance with internal policies and public sector requirements.
Key Responsibilities
1. CapeNature Bursary Fund Management
- Maintain accurate bursary records, reports, and progress tracking systems
- Organise, manage, and update bursary-related documentation
- Monitor bursary recipient progress and provide structured feedback
- Develop and manage an automated online bursary application and tracking system
2. Board and EPWP Training Coordination
- Develop and execute training interventions aligned with organisational objectives
- Identify and prioritise critical training needs across directorates
- Coordinate training logistics including venues, staff allocations, and service providers
- Record and track training initiatives on the annual training calendar
- Monitor training delivery and evaluate effectiveness
- Compile reports on training outcomes
3. SAGE Intacct Management
- Draft specifications and manage SAGE Intacct processes
- Track requests and ensure timely processing of goods receipt transactions and payments
4. Administration and Training Logistics
- Provide administrative support for training initiatives
- Manage logistics including subsistence, travel, catering, and accommodation
- Maintain accurate records of training activities and budget expenditure
- Ensure timely sourcing of services and compliance with financial procedures
5. Performance Management Administration & Reporting
- Administer performance management processes organization-wide
- Initiate performance contracts via ESS for permanent staff and manually for EPWP staff
- Support performance agreements and appraisals
- Compile and submit bi-annual performance reports for Board and EPWP reviews
Minimum Requirements
- Relevant National Diploma in Management or Human Resources (or equivalent)
- Minimum of 3 years’ relevant experience in HR, administration, training coordination, or performance management
- Proficiency in SAGE Employee Self-Service (ESS) and SAGE Intacct
- Understanding of Supply Chain Management processes, preferably in public sector
- Valid Code B driver’s license
- Strong computer literacy, including MS Word, Excel, and internet-based systems
- Clear criminal record
