Position Overview
The Divisional Payroll Manager will oversee the entire payroll function for the division, ensuring accurate and compliant payment of permanent and temporary employees. The role focuses on managing employment costs, monitoring payroll processes, ensuring compliance with labour and tax legislation, and delivering detailed payroll analytics and reporting to senior leadership.
This role requires a highly experienced payroll professional capable of managing large payroll operations, legislative compliance, and financial reporting while leading payroll staff and driving operational improvements.
Key Responsibilities
Payroll Operations Management
- Manage accurate payment of permanent and temporary employees within the division
- Oversee payroll processing objectives, reconciliations, and payment cycles
- Ensure payroll systems and procedures deliver accurate and compliant wage payments
- Determine employee costs to the company and manage payroll financial reporting
- Monitor staff movement including new hires, terminations, promotions, and transfers
Payroll Reporting and Analysis
- Prepare monthly wage cost reports for the COO and Divisional Finance Manager
- Conduct predictive analytics and business intelligence reporting related to payroll operations
- Produce detailed wage cost reports including month-on-month (MOM), quarter-to-quarter (QTQ), and year-on-year (YOY) variance analysis
- Analyse payroll journals and submit reports to the finance department
- Monitor employee tax incentives such as Employment Tax Incentive (ETI) and track related statistics
Compliance and Governance
- Ensure payroll compliance with South African labour and tax legislation
- Monitor compliance with policies, procedures, and regulatory requirements
- Manage payroll audits and ensure proper documentation and archiving
- Ensure compliance with relevant legislation including:
- BCEA (Basic Conditions of Employment Act)
- LRA (Labour Relations Act)
- EEA (Employment Equity Act)
- SDA (Skills Development Act)
- UICA (Unemployment Insurance Contributions Act)
- COIDA (Compensation for Occupational Injuries and Diseases Act)
Workforce Cost Management
- Monitor wage costs and implement initiatives to improve payroll efficiency
- Analyse overtime costs, allowances, and wage variations
- Manage leave cost analysis and monitor employee leave balances
- Track temporary employees working longer than three months and ensure compliance
- Manage wage replacement costs and budget alignment
Payroll Strategy and Department Management
- Collaborate with the COO and Divisional Finance Manager to develop payroll strategies
- Plan, organise, and monitor payroll operations within the division
- Manage payroll risk areas and implement corrective action plans
- Provide guidance and oversight on payroll governance and financial controls
Training and Staff Development
- Conduct weekly training for Wage Administrators according to the national payroll training schedule
- Lead operational payroll meetings and one-on-one coaching sessions
- Support the development of payroll staff to improve efficiency and compliance
Minimum Requirements
Qualifications
- Payroll Diploma or Degree in Finance with Payroll experience
- Professional Certification from the South African Payroll Association
- Grade 12 (Matric)
- Valid Code 08 driver’s licence
Experience
- Minimum 10 years’ experience in Payroll Management
- Strong experience in monthly reconciliations and payroll accounting
- Extensive knowledge of SARS payroll regulations and tax legislation
- Experience managing large workforce payroll operations
- Knowledge of ETI legislation, UIF, Skills Development legislation, and payroll audits
- Experience using SAP and Microsoft Excel (Intermediate level)
