Position Overview: Council Liaison Officer

CBRE Excellerate is seeking a Council Liaison Officer in Johannesburg to provide efficient utility account management and municipal liaison services.

The role focuses on managing and resolving utility-related queries, coordinating with municipalities, and ensuring uninterrupted services at optimized costs for clients.


Key Responsibilities

  • Receive and manage utility-related queries and investigations from clients and internal teams
  • Conduct field audits and investigations on utility accounts and discrepancies
  • Analyse data and develop action plans to resolve issues effectively
  • Liaise with municipalities, landlords, and service providers to resolve billing and service issues
  • Maintain and update query tracking systems with accurate progress reports
  • Monitor meter readings, tariffs, and utility consumption for cost accuracy
  • Prepare financial reconciliations and reports
  • Ensure all issues are resolved within Service Level Agreement (SLA) timelines
  • Compile monthly reports and status updates
  • Identify and report cost abnormalities and recovery issues
  • Attend client meetings when required to resolve outstanding queries

Minimum Requirements

  • Senior Certificate (Matric) with Mathematics
  • Minimum 5 years’ experience in a utilities or municipal services environment

Essential Skills & Knowledge

  • Strong numerical and financial analysis skills
  • Understanding of:
    • Electrical networks
    • Utility tariff structures
    • Municipal regulations and legislation
  • Industry-specific knowledge related to utilities and facilities
  • Computer literacy (MS Office and tracking systems)
  • Strong negotiation and communication skills
  • Excellent organisational and time management abilities
