Position Overview: Senior Technical Manager
CBRE Excellerate is hiring a Senior Technical Manager in Luanda, Angola to oversee technical operations, facilities management, and service delivery across client sites.

You will be responsible for managing technical teams, overseeing maintenance operations, ensuring compliance, and optimizing performance across facilities.
Key Responsibilities
Facilities & Operations Management
- Plan, organise, and direct technical operations and facilities management activities
- Ensure all buildings, equipment, and infrastructure are well maintained and operational
- Oversee daily site operations and technical service delivery
Strategic Planning & Budgeting
- Assist in developing short- and long-term operational strategies
- Support budget planning and cost management initiatives
- Ensure alignment with corporate objectives and client expectations
Vendor & Contract Management
- Manage and coordinate third-party service providers and contractors
- Oversee service contracts and procurement processes
- Ensure service quality at the lowest possible operational cost
Maintenance & Technical Oversight
- Direct preventive and corrective maintenance programs
- Conduct regular facility inspections and implement improvements
- Oversee high-level equipment, machinery, and technical systems
Compliance & Safety
- Ensure compliance with health, safety, and regulatory standards
- Develop and implement safety procedures and policies
- Respond to emergency call-outs and critical technical issues
Financial & Administrative Management
- Verify invoices and manage financial approvals
- Calculate and manage client cost recoveries

Minimum Requirements
Education & Certifications
- Matric (Grade 12)
- Technical qualification in:
- Refrigeration
- HVAC
- Electrical
- Mechanical Engineering
- Additional maintenance or client management training (advantageous)
Experience
- Minimum 5+ years of technical/facilities management experience
- At least 2+ years in a supervisory or management role
- Hands-on experience in:
- HVAC / Refrigeration systems
- Electrical or mechanical maintenance
- Strong understanding of:
- Client management
- Budgeting and cost control
- Service contracts and leasing agreements
Essential Skills & Knowledge
- Proficiency in:
- CAFM systems
- Maintenance management systems
- Microsoft Office (Excel, Word, Outlook)
- Strong leadership and organisational skills
- Excellent problem-solving and decision-making abilities
- Ability to manage complex technical environments
- Fluency in English and Portuguese (mandatory)
Non-Negotiable Requirements
- Proven HVAC/Refrigeration/Electrical qualification and experience
- Willingness to work weekends and respond to emergencies
- Valid Driver’s License (Code EB/EA equivalent)
- Clean criminal record and ITC
- No previous dismissals
- High level of honesty and professional integrity
