The organisation is seeking a skilled Internal Control Officer (Level 7) to strengthen governance, compliance, risk management, and internal control systems at its Head Office in Cape Town. This permanent opportunity is ideal for finance, auditing, and risk professionals looking to build a career in public sector governance and environmental services.


Position Overview

The Internal Control Officer will support the Team Leader: Internal Controls by executing control activities, monitoring compliance, conducting investigations, and enhancing governance processes.

This role is critical in ensuring an efficient and effective internal control environment while providing reliable decision-making information to Senior Management, Executive Management, the Board, and key external stakeholders.

The successful candidate will travel and interact with multiple directorates, landscapes, and operational units across the entity.


Key Performance Areas (KPAs)

KPA 1: Control Activities

  • Analyse business processes to design preventative and detective internal controls
  • Support and review standard operating procedures drafted by business units
  • Advise departments on strengthening internal control frameworks

KPA 2: Monitoring Activities

  • Execute finance-related assurance and non-assurance procedures
  • Verify compliance with Supply Chain Management (SCM) legislation, regulations, and policies
  • Provide assurance on reported performance information
  • Review ICT Governance controls and frameworks
  • Verify compliance with Contract Management frameworks
  • Monitor implementation of key controls across the entity
  • Track and follow up on audit action plans implemented by management

KPA 3: Compliance Testing

  • Perform compliance inspections in line with applicable legislation
  • Conduct tests to ensure compliance with financial and governance regulations
  • Monitor implementation of corrective measures for non-compliance
  • Support ongoing regulatory compliance management

KPA 4: Investigations & Fraud Prevention

  • Conduct assessments and investigations into alleged policy breaches or fraud
  • Assist in fraud and loss management processes
  • Monitor fruitless and wasteful expenditure
  • Support governance processes related to financial misconduct

KPA 5: Governance & Knowledge Sharing

  • Review organisational policies for effectiveness and alignment with governance standards
  • Assist with assignments related to strategy and governance
  • Monitor compliance with:
    • GRAP standards
    • PFMA and Treasury Regulations
    • King IV Report on Corporate Governance
  • Ensure corrective and preventative control measures are implemented effectively

Minimum Requirements

Qualifications & Experience

  • Bachelor’s Degree or NQF Level 7 Diploma in Accounting or Internal Auditing
  • Valid EB (Code 8) Driver’s License
  • 2–3 years’ relevant experience in auditing, compliance, or internal control

Advantageous Experience

  • Completed SAICA articles
  • Knowledge of:
    • External and internal auditing principles
    • Policy and procedure analysis
    • GRAP standards
    • PFMA and National Treasury Regulations
    • Public Service Anti-Corruption Strategy
    • Internal control frameworks
    • Risk management frameworks
    • Public sector performance information management
    • ICT General Controls and cyber security governance
    • King IV Report on Corporate Governance
