About the Road Accident Fund (RAF)

Purpose of the Role

The RAF seeks a highly motivated and experienced Senior Officer: Security Operations to join its Corporate Support Division. Reporting directly to the Manager: Security Operations, the successful candidate will be responsible for ensuring the safety and protection of RAF employees, property, information, stakeholders, and office premises, including activities at hospitals across our geographic footprint.

The incumbent will supervise control room operations, implement security protocols, coordinate event security, monitor security contracts, and respond effectively to emergencies.


Key Responsibilities

Crime and Loss Prevention

  • Supervise day-to-day control room operations to ensure proactive monitoring and response.

  • Monitor and manage CCTV systems, fire detection alarms, panic buttons, radio communication equipment, public address (PA) systems, UPS generators, and electronic access control systems.

  • Initiate emergency response procedures in the event of security breaches, fires, or other emergencies.

  • Manage the programming, issuing, enabling, and disabling of access control devices such as access disks and cards.

  • Maintain, update, and control all security-related registers and documentation.

  • Conduct thorough investigations into all security breaches and incidents, compiling detailed and comprehensive reports for management review.

  • Undertake regular security threat and risk assessments (TRA) to identify vulnerabilities and recommend corrective measures.

  • Implement effective access control measures to ensure only authorized individuals gain entry to premises.

  • Develop clear and detailed post orders and operational procedures for security personnel.

  • Oversee and monitor compliance and service delivery of contracted security providers.

Reporting

  • Contribute to the compilation and submission of regulatory and compliance reports in line with internal and external requirements.

  • Assist in the development and maintenance of functional reporting systems for effective project management, security performance analysis, and executive decision-making.

  • Provide regular and ad-hoc reports to management to keep leadership informed of security statuses, risks, and achievements.

Event Security

  • Coordinate and manage all security aspects during Board meetings, Ministerial events, and other high-profile engagements.

  • Provide close protection services for executives and stakeholders as required.

  • Manage security arrangements for RAF-approved offsite events, ensuring seamless security coverage.

  • Supervise contracted security personnel during RAF events to maintain a secure environment.

  • Oversee the examination, handling, and secure transportation of claims documentation.

  • Safeguard the safety and security of all stakeholders involved in RAF events and projects.

  • Escort and protect RAF assets during field operations and road projects.

Stakeholder Management

  • Establish and maintain proactive, professional relationships with key internal and external stakeholders, including service providers, government agencies, and law enforcement.

  • Address inquiries, complaints, and requests for security-related information promptly and effectively.


Required Qualifications and Experience

To be considered for this opportunity, candidates must meet the following minimum requirements:

  • Educational Qualification:

    • National Diploma in Security Management or a related field.

  • Professional Certifications:

    • Valid PSIRA Grading certification is required.

    • Security Management Certificate from the State Security Agency (SSA) will be an added advantage.

  • Work Experience:

    • A minimum of four (4) years of proven experience working within a security environment, preferably in a large organization with multiple sites and high-profile activities.

Technical Skills

  • Comprehensive knowledge of the Management of Information Security Systems (MISS) and Minimum Physical Security Standards (MPSS).

  • Proficiency in Threat and Risk Analysis (TRA) and security risk assessment processes.

  • Strong information security and privacy awareness practices.

  • Competent user of MS Office applications (Word, Excel, Outlook, PowerPoint).

  • Working knowledge of electronic security systems, including CCTV, access control, and emergency response technologies.

  • Valid driver’s license and willingness to travel as required.
