Position Overview: Consultant – Interpretative Tax Policy (PIT & PAYE)

Purpose of the Role

As a Consultant in Interpretative Tax Policy, your primary responsibility will be to contribute to the development and formulation of SARS’ official policy and interpretation of revenue legislation, particularly focusing on Personal Income Tax (PIT) and Pay-As-You-Earn (PAYE). Your work will involve researching legislation, drafting policy documents, issuing legal opinions, and ensuring alignment with South Africa’s tax compliance strategy.


Key Responsibilities

As part of your role, you will be expected to:

Policy Development and Interpretation

  • Research and interpret tax legislation relevant to Personal Income Tax and PAYE.

  • Draft official SARS policy documents, including:

    • Legal opinions

    • Tax rulings

    • Interpretative guides

    • User-friendly public documentation

  • Identify legislative deficiencies, loopholes, and areas for improvement.

  • Propose amendments and provide input into updates to existing laws and regulations.

Technical Analysis

  • Evaluate complex tax transactions and provide guidance based on sound economic and policy analysis.

  • Diagnose and provide solutions for problematic areas of tax legislation.

  • Write comprehensive memorandums that assess the broader impact of tax policies on the economy and tax administration.

Stakeholder Engagement

  • Provide expert legal and tax advisory services to both internal stakeholders (e.g., SARS branch offices) and external clients.

  • Participate in consultations and meetings with tax practitioners and government agencies.

  • Offer training and support on legislative changes and their application.

Service Excellence & Compliance

  • Maintain high standards of confidentiality and professional integrity.

  • Ensure timely and accurate responses to tax queries and compliance matters.

  • Contribute to service delivery excellence and uphold SARS’ core values.


Minimum Qualifications and Experience

To be eligible for this role, applicants must meet one of the following criteria:

Option 1:

  • Education: Bachelor’s Degree / Advanced Diploma (NQF 7) in Commercial Law, Taxation, or Legal Studies

  • Experience: 5–7 years in a tax-related environment (Indirect Taxes, PIT & PAYE), with at least 2–3 years at a specialist level

Option 2:

  • Education: Senior Certificate (NQF 4)

  • Experience: Minimum of 10 years in Indirect Taxes, Personal Income Tax, and PAYE
